Just finished an 1800 mile trip using a garmin nuvi 250.

I had previously mapped this whole route with MS Street & Trips

Almost entire 9 state trip was based on interstate travel.

gps units continually tried to pull me off the interstate onto local roads
especially those that run parallel to the interstate. ie: US 11

Also noticed when I stayed on the interstate, the unit would recalculate and the eta time would change to a faster time.

my question is how is the gps unit route based, local or interstate.

I don't know the nuvi but I think it is something with your routing settings

Shorter distance means minor roads
Avoid highways also means minor roads.

You can set your preferences on the GPS, such as
- Highway or no highway
- toll or no toll
- fastest time or shortest route
- etc.

Go check the settings on your GPS. You probably accidently changed the settings at some time past.
