Be sure that any brand you're considering has maps of Peru. The positioning function will work anywhere on earth (after all it is a Global Positioning System) but for turn-by-turn street directions you'll need the right maps. Usually a single manufacturers maps will only work their own units.

If you choose for a Garmin gps you can look at OpenStreetMaps.
There are also some OpenStreetMaps for Magellan

OpenStreetMaps are free

If it is for the car, I would get a Garmin 255W. If it for trekking, I would get a Garmin 60CSX.

Then I would load the free maps from the "Peru Ruteable" project, available here:
http://perut.org/
A highly detailed routable map and topo map are both available, free of charge.

Please send data to help improve the project!

Generally GPS devices do not work locally. They all work by linking and syncing on a global basis using satellites so usually you can use a general GPS device anywhere in the world. Additionally, Lima is the capital and a major city in Peru so almost all of the devices available in your market should be usable in Peru. And if you have trouble selecting GPS device consult a pro and tell him what is your needs. He’ll probably know what model device suits better for your purpose.
