IIRC, the problem was not Onstar, but the phone frequency they used no longer works. I'm afraid you are out of luck as far as using Onstar to recover the vehicle. The onstar has a GPS that is used in conjunction with a phone connection to provide location to the onstar network. Take out the phone connection and Onstar is gone.
