http://www.hydro.nl/pgs/en/pctrans_en.htm PCTrans 4.23 software was designed by Royal Dutch Navy Hydrographic service. Please help yourself to know more functions other than datum transformation on above URL. The most important is that it's FREE!

You can transformation any local datum to WGS84 unless you have 3 parameters or 7 parameters datum transformation on hand. I key-in Bursa-Wolf 7 parameter for TWD67(Taiwan Local datum prior to WGS84): DX,DY,DZ= -730.160, -346.212, -472.186
rX= -7.968" (-0.00003863radian), rY= -3.5498" (-0.00001721radian), rZ= -0.4063" (-0.00000197radian), dS/Scale= -18.2ppm (0.99998180). The accurancy is excellent--- 1 meter for Taiwan mainland, 5 meters for Penghu Is., 20 meters for Kinmen, 40 meters for Matzu Is. PCTrans also accept 3 parameters transformation. like DX, DY, DZ= -685, -470, -237.

Above transformation data for TWD67 was never seen on any English GIS papers. More detail and measured common points coordinats: http://wiki.osgeo.org/wiki/Taiwan_datums
